Officers from Wolverhampton council and West Midlands Police visited the travellers yesterday after they set up camp close to the Grapes Pool on Thursday night.
They have been ordered to leave the site and legal proceedings are being prepared.
Work is currently ongoing across the region to try to tackle the issues of illegal encampments.
Another illegal traveller camp, made up of eight caravans, set up home at a Bilston B&Q store last week, but was swiftly moved on by officials.
Council bosses want injunctions brought in to protect sites as well as holding discussions with other councils in the region which have already got tough on tackling the problem.
