Parkit Management has appealed against Wolverhampton Council's order to close its pay-and-display car park on the corner of Fold Street and School Street, which opened in January without planning permission.
The company submitted a retrospective planning application in April, which was rejected by planners in August.
The site was previously occupied by the Network House high-rise office block and shopping parade.

Planning officer Ragbir Sahota raised fears that allowing the car park would discourage the redevelopment of the Westside Quarter, which he said was Wolverhampton’s biggest regeneration area.
