Officers from Wolverhampton's Proactive Crime Team have arrested two men, aged 31 and 29, after spotting a man acting suspiciously in Wolverhampton city centre.
The 31-year-old man was approached by officers before making off, however, he was quickly caught and arrested on suspicion of drugs with intent to supply.
During a search, officers also recovered a bag containing cannabis, cash and a mobile phone.
Following the arrest, officers then conducted a search of a nearby store, where they recovered a further haul of drugs and a hammer.
A second man, aged 29, was also arrested on suspicion of drugs with intent to supply.
They both remain in custody for questioning.
A West Midlands Police spokesperson said: "Officers from our Proactive Crime Team in Wolverhampton were patrolling the city centre yesterday afternoon when they spotted a man acting suspiciously.
"He was approached by officers and made off, however, we caught up with him and he was detained. A man, aged 31 was arrested on suspicion of possession of drugs with intent to supply. We also recovered a bag containing cannabis, cash and a mobile phone.
"Officers then searched a nearby store where we recovered a further haul of drugs and a hammer. A second man, aged 29 was also arrested on suspicion of drugs with intent to supply."
