Wolverhampton Council's Anchor Lane tip will reopen to residents on Friday.
The household waste recycling centre in Lanesfield, Bilston, will open seven days a week from 10am on May 15.
Residents will require two forms of ID to gain access to the Anchor Lane site – a household bill and photo ID to show they live in Wolverhampton or Dudley.

Council bosses are urging residents only to make essential trips – only taking items that cannot be safely stored at home. Residents are also being told not to visit the site if they, or any members of their household, are showing any symptoms of coronavirus.
The Shaw Road HWRC is expected to reopen in the coming weeks.
Councillor Steve Evans, Wolverhampton Council's cabinet member for city environment, said: "We are expecting lots of people to visit the HWRC (Household Waste Recycling Centre). However, we are urging residents to only make the journey if it’s absolutely essential which means disposing of items that can’t safely be stored at home.
“We have seen long waiting times and lengthy queues of traffic at other sites which have reopened across the region. I’m sure it will be no different in Wolverhampton, so we are asking people to be patient and think about whether or not they really need to make the journey.
“Staff will guide people through the site as safely and as quickly as possible. We ask everyone to carefully follow the instructions and adhere to social distancing guidelines.”
A maximum of two people per vehicle will be allowed onto the site – no vans or trailers will be allowed access.
Wolverhampton Council is taking a phased approach to reopen its two tips. Traffic and social distancing measures will be assessed at the Anchor Lane site, before Shaw Road is reopened. Shaw Road HWRC is located near to the Showell Road Covid-19 testing centre and council bosses want to ensure key workers are not prevented from getting tested due to traffic congestion.

Tips in Dudley and Sandwell reopened this week, as other authorities across the Black Country and Staffordshire prepare to open their sites.
Worcestershire County Council also reopened Stourport’s Household Recycling Centre this week. The Kidderminster site will not reopen yet.
Staffordshire County Council’s tips will reopen on Thursday. The council has sites in Bilbrook, Burntwood, Cannock, Lichfield, Rugeley, Stafford, Stone and Wombourne.
Walsall Council’s two tips in Bloxwich and Aldridge will reopen on Saturday. People using the Walsall tips will need to show ID.
The Aldridge site, on Merchants Way, will reopen daily from Monday to Sunday between 8am and 5.30pm.
While, the Bloxwich site, based on Fryers Road, will only reopen on Saturdays and Sundays between 8am and 5.30pm.
Birmingham City Council reopened four of its five tips last week.
