The Special Constabulary from Staffordshire Police steered the animals, who were on a section of the A5 at Longford, into a nearby field.
The force said in a tweet they took "stock" of the situation, at around 1.30am this morning, and would be "milking" the bizarre encounter for days.
They tweeted: "We ‘herd’ from the control room of a 'cows in the road' situation on the A5 at Longford.
"The ‘steaks’ were high but our Cannock Police special constables quickly took 'stock' and successfully ‘steered’ the cows into a nearby field."
