Dog walkers in Sandwell caught without poo bags could be fined as part of a range of orders being considered by council officials.
Sandwell Council has launched a public consultation on the Public Spaces Protection Orders (PSPOs), which relate to alcohol, dogs and fires in public spaces across the borough.
As part of the consultation, the local authority is considering whether dog walkers should be required to carry the "appropriate" equipment to pick up their dog's waste.
It is also consulting on whether allowing a dog into a children's play area or enclosed sports area such as a tennis court should be considered an offence.
A new prohibition is also being considered relating to barbecues or fires being lit on public land due to the associated risks.
If included in a PSPO, the power to issue a fixed penalty notice to anyone refusing to comply with these requests would be made available.
Sandwell Council has invited residents to have their say on the proposed orders before the consultation period draws to a close on November 16.
Councillor Syeda Khatun, cabinet member for public health and communities, said: "We all want to live in a pleasant place where people treat each other with courtesy and respect.
"I would encourage anyone to take a look at the consultation to let us know if they believe this approach is appropriate."
The current borough-wide PSPOs have been in affect in Sandwell for the last three years and are therefore due to be considered for renewal.
The orders require people not to consume alcohol in an area where nuisance or disorder is occurring.
Residents must also surrender any alcohol in their possession if asked to do so by an authorised officer.
The current orders also require anyone in charge of a dog to pick up their faeces should it defecate whilst in their control.
