Halesowen MP Alex Ballinger raised the issue in Parliament after residents complained about telegraph poles being erected despite opposition. 

Mr Ballinger branded 'cowboy companies have not done community engagement well' and that more needed to be done to ensure broadband providers were using existing underground infrastructure.   

In efforts to roll out high-speed broadband, companies are currently allowed to install poles without obtaining planning permission from local authorities, as they are classed as permitted developments.
