Planners have approved proposals by an un-named applicant to convert the four-bedroom house in Gads Green Crescent, Dudley, for use as a care home.
A report by planning officer Samuel Everton recommended the approval, which would see three children aged eight to 18 live at the property.
Mr Everton said three members of staff would also be based at the property at any one time, rotating on a shift basis.
It suggested there would be limited visits from therapists, who would visit by appointment only.
Mr Everton said the children would be in mainstream education, and the number of 'comings and goings' would be in line with what could be expected from a busy family dwelling.
The proposals were approved by Dudley Council's head of planning Carl Mellor.
