Police were called after workmen made the discovery, at Highfields Road, Bilston.
Amos Price said he found the bag at around 11.50am today while clearing land in preparation for a new housing development.
He told the Express & Star the discovery 'looked like a human rib cage'.
But this afternoon, West Midlands Police took to Twitter to draw a close to the case.
