The blaze broke out at Safebury's in Colley Lane at 2.40am.
A passer-by raised the alarm and residents in one of the two upstairs flats were able to get out of the building.
The fire, which had been sparked by electrical wires in the ceiling of the shop, spread to the other flat but it was empty at the time.
Firefighters from Cradley Heath and Brierley Hill, who were called to tackle the blaze, said there was severe damage to both the flat and shop.
They spent around three and a half hours at the scene extinguishing the fire and dampening down.
