Last year the Government changed minimum requirements so schools are considered to be underperforming if fewer than 65 per cent of pupils achieved at least level 4 or above in reading, writing and maths at the end of Key Stage 2. Schools failing to meet the target can be taken out of local authority control and turned into academies. Current academies can be taken over by a different sponsor.

In Walsall 14 of the 77 primaries did not meet the floor standard, including Edgar Stammers where the number achieving level 4 in reading, writing and maths was just 29 per cent.

Nearly half pupils at Fibbersley Park and The Charles Coddy Walker Academy fell into the same category.

Eighteen per cent of schools across the borough failed to meet the government's lowest acceptable level, up one per cent on last year. Education chiefs in Walsall vowed to drive up standards.

Of Wolverhampton's 69 primary schools, four fell below the minimum required mark. Just 47 per cent of pupils at Grove Primary met the floor standard, while Hill Avenue Primary, Bushbury Hill Primary and St Michael's CofE were also off the pace. In Sandwell three out of 85 failed to meet the floor standards, including Hateley Heath, West Bromwich and bottom placed St James' CofE in Oldbury.

Dudley saw three out of 78 failing to meet the minimum target. They were The CofE School of St Edmund and St John, bottom of the pile with only 41 per cent of 32 pupils achieving at least level 4 in reading, writing and maths. Kate's Hill in Dudley and Rufford Primary, Stourbridge also missed out. In Staffordshire the figure was 24, including Silkmore in Stafford where only a third of 11-year-olds met the floor standard.
