The driver, a 60-year-old man, was caught by motorway police while driving along the M6, in Staffordshire last week.
The man, from Worcester, was arrested on suspicion of impersonating a police officer. He has been released pending further enquiries, police say.
A police spokesman said the vehicle was "fitted with blue lights and false aerials to dupe the public into thinking it was an emergency services vehicle."
"Driver now in custody with real police," they added.
The incident took place at J15, Stoke, on Thursday at about 8.30am.
