Police were called to two incidents of large scale disorder in a Black Country borough during a six-month-period.

West Midlands Police received two reports of violent disorder in Dudley between January and June 2018.

The reports related to offences under Home Office Code 65, which involves more than 12 people.

It is not known where the incidents took place and at what exact date.

But government papers classify the offences as involving 12 or more persons who "use or threaten unlawful violence for a common purpose".

The definition continues that the conduct of those responsible would “cause a person of reasonable firmness present at the scene to fear for their personal safety.”
