Gurajdeep Malhi, aged 25, appeared at North Staffordshire Magistrates' Court accused of wounding Pc Claire Bond with intent to do grievous bodily harm.
He is further charged with driving dangerously, driving while disqualified and driving without insurance.
The officer sustained extensive leg injuries, including multiple fractures and a broken kneecap, after an incident on Sunday morning.
A second officer, who was also struck by a car in the Coton Fields area, has been discharged from hospital.
The injured officers were responding to initial reports of a car crashing into a garage at the back of Corporation Street.

Wearing grey jumpers during a joint appearance, both defendants spoke only to confirm their name, address, date of birth and nationality and were not required to enter any pleas.
Malhi, of Charnley Road, Stafford, was remanded in custody to appear before Stafford Crown Court on October 26 while Bullmore, of Morton Road, Stafford, was granted conditional bail to appear before the same court on October 29.
