The mother of Lisa Skidmore has questioned why action was not taken after convicted rapist Leroy Campbell told his probation officer that he "felt like raping someone" .
In her first on camera interview, Margaret Skidmore recalls the shocking events surrounding the rape and murder of her daughter, at their home in Bilston.
Today Mrs Skidmore said she believed he 'should not have been let out in this area on parole without a tag'.
Government minister, Gavin Williamson, has now pledged his support.
