Two women from the West Midlands area, aged 22 and 27, were stopped at about 3pm on Wednesday at the Queen's Retail Park, in Stafford.
Police believe the duo stole items from Outfit, Boots, Asda Living, H&M and River Island.
One of the women was wanted for failing to appear at court following an alleged £900 shoplifting crime in Crewe.
PCSOs spotted and followed the women after shop staff alerted them to suspicious activity before finding their car full of stolen property. That has been seized and recovered by police.
The women were arrested and later released on police bail.
