The boy and girl were discovered at the home in Holland Road, Great Barr, by emergency services in the early hours of Friday.
They were rushed to hospital where they were pronounced dead.
Their father was later found with serious burns in a car in Newcastle-under-Lyme, and no-one else is being sought in connection with the tragedy.
