WATCH: Laughing fly-tippers caught dumping rubbish... Right in front of secret camera to catch fly-tippers

This is the moment two laughing fly-tippers dumped a mountain of rubbish right in front of a secret camera set up to catch louts who do just that.

John Herbert and McCawley Arrowsmith, both 19, tied a rope to a 'no-tipping' sign and around the bag of demolition debris so that it fell off the truck as they drove away.

Arrowsmith, wearing blue, dumps a tree root overboard, while Herbert pulls the truck's flap down so that the rubbish bag falls on the floor as the van is driven away by a third man, who has never been caught.

The pair, of Well Lane, Blakenhall, Walsall, were caught on camera at nearby Canalside Close, which the local authority said was a fly-tipping hotspot.

Last week, they pleaded guilty to fly-tipping and were each fined £400 by borough magistrates.

On top of this each were ordered to pay £123 compensation and costs of £150, with a victim surcharge of £40.

Councillor Adrian Andrew said "The total disregard shown by the actions of these individuals has been justly recognised by Walsall Magistrates.

"We will not tolerate behaviour like this which attempts to pour scorn on the rights of our residents to live in a clean and safe environment.

"Each of these individuals will have to pay back £10 a week for the next year and a half or face the consequences of further legal action."
