Pc Vaughn Lowe, 41, who is based at the force's traffic unit in Aston, Birmingham, was behind the wheel when the vehicle struck Zhang Xuanwei, from China, in April last year.
The 24-year-old was crossing New Town Row carriageway on foot at a traffic light controlled pedestrian crossing when he was hit.
Lowe will appear at Leamington Spa Magistrates' Court on December 20, the Independent Police Complaints Commission (IPCC) said today.
The IPCC forwarded its report to the Crown Prosecution Service which has decided the officer should face criminal proceedings.
