Graham Gibbons was taken into custody over a non-racing related matter.
The 31-year-old northern-based rider had just completed his third ride of the meeting when police officers arrived at Dunstall Park.
A West Midlands police spokesman said: "A 31-year-old man has been arrested by West Midlands Police on behalf of North Yorkshire Police."
The Yorkshire force confirmed Gibbons had failed to attend Scarborough Magistrates Court last week to answer a charge of drunk and disorderly, an offence alleged to have happened in Norton, North Yorkshire, on April 8.
Earlier in the meeting Gibbons had won on Singzak, for Yorkshire trainer Michael Easterby, and Off The Pulse, trained in Derbyshire by John Mackie.
