Wolverhampton children's home scheme

Proposals to turn a semi-detached house into a children's home will be considered by planners.

Dr Anupam Gupta, of Care Perspectives Ltd has applied for a lawful development certificate which would allow the three-bedroom property in Wolverhampton to house two children in local authority care.

Dr Gupta said the home would be used by a maximum of two children aged eight to 18, supported by three staff.

He said that, given its location, size and layout, the property in Harrowby Road, Fordhouses, would normally be suitable for up to six residents living  as a single household.

"The proposed use is as a ‘family home’ for up to two young persons living in his or her main residence," said Dr Gupta.

"The young persons will live within the house, just as they would in a family arrangement of parents and their children, or in a similarly sized foster home.

"The children will be in full-time education and will have a normal day-to-day routine, as any young person. 

"This will include, making and eating breakfast as a household, attending school, taking part in activities outside the home, and being responsible for day to day household tasks. 

"In the evening, the young persons will have dinner together with staff and engage in normal household activities in an evening before going to bed in their separate rooms. The children will be cared for by a staff team operating on a shift basis, with normally up to two staff on-site overnight, just like parents."

Dr Gupta said the number of visitors to the property, including maintenance and care visits, would be typical of those expected at a family home, causing no significant change from its present use.

The application will now be considered by the council's planning officers.
