Police stopped Daniel Gillis while he was getting into a taxi on Cannock Road in October.
Upon searching the 25-year-old, officers discovered he had three mobile phones and £158 in cash.
One of the phones was a 'drug line' set up to deal crack cocaine to local communities.
Gillis, of Chadsmoor, Cannock, already had licence conditions not to possess more than one phone or SIM card following a release from prison, Staffordshire Police said.
He was arrested, questioned in custody and later charged with being concerned in the supply of crack cocaine. He pleaded guilty to the offence at an earlier court hearing.
On December 12, Gillis was sentenced to four-and-a-half years behind bars at Stafford Crown Court.
