Victorian house in Walsall set to be converted into six-bed HMO
A Victorian terrace three-bed home in Walsall has been granted permission to become a House of Multiple Occupation (HMO) for six tenants.

The property is located on Cecil Street in The Butts area of the town.
Internal works will create six bedrooms split across a ground floor, first floor and basement. The property currently only has one bathroom. The internal works include installing six en-suite toilets and showers for each tenant.
All the residents will have shared access to a kitchen on the ground floor, but no other shared facilities have been identified by the applicant, named 'Harvey'. No external modifications have been proposed within the application.
As of October 2024, there were 15 HMOs already in the same WS4 postcode, according to the licensed HMOs register.
On granting the change of use application, Walsall Council said: “On the basis of the information submitted, sufficient evidence has been provided to demonstrate the lawfulness of the proposed change of use of 25 Cecil Street from C3 (dwelling) to a C4 HMO for six people.”
