Residents have been severely affected by hospital visitors looking to avoid parking charges.

Now council chiefs are set to discuss a phased introduction of a pay and display scheme on a number of roads and the introduction of a permit scheme.

Under plans, 98 pay and display bays and 34 spots solely for the use of holders of residents' permits will be installed.

The scheme is to be discussed by the council's vibrant and sustainable city scrutiny panel tomorrow. It is proposed to implement the scheme in three phases.

Phase one would see restrictions on Wolverhampton Road, between Church Street and Coronation Road; at Wolverhampton Road, between Graiseley Lane and Rookery Bridge; at Wolverhampton Road service road to numbers 288 – 350; at Graiseley Lane, from Wolverhampton Road to Victoria Road, New Cross Avenue, Coronation Road, Ryton Close, Bates Green and Lawrence Avenue.

Phase two would see the scheme extended to the Graiseley Lane area and phase three would include an area at Bushbury Road.

The report says: "As well as the residents only parking areas there will be sections of P&D parking and other related traffic orders to control parking. It should be noted that it is proposed that holders of resident's/business permits will be able to use P&D bays without charge.

"It is proposed that there will be an annual charge of £20 per permit and for the replacement of a lost permit and where a change of details is required."

Other permits will also be available including visitor pass, contractor and carer.

It is proposed that the schemes will operate daily from 7am to 8pm to reflect the main operational hours of the hospital.

Consultation will take place before the schemes are brought in.

At tomorrow's meeting, the panel is recommended to support the phased implementation of the scheme.
