Councillor Bird and his Conservative group returned by virtue of one vote at a crunch meeting of the full council tonight.
Labour took control of the council last summer after getting half the seats.
But the loss of seats in the recent local election opened up a chance for the Tories to return.
It left no party in overall control with the Conservatives on 25 and Labour on 27.
Councillor Bird's motion of notice to become leader was voted in by 30 votes to 29.
Alongside his own group he also received support from three UKIP and two Independent councillors.
