People are being asked for their views on the 196-space car park next to the Bradley Lane Metro station on the border of Moxley, Walsall and Bradley, Wolverhampton.
The proposal was first mooted in 2013 to ease nearby car-clogged streets.
The car park would be built on a field by the Bradley stop.
However, transport authority Centro said three full-sized football pitches and a junior pitch would remain there and be improved.
It is the only part of the Metro tram track to cross into Walsall borough.
The four-week consultation will form part of a planning application likely to be submitted to Walsall Council in the next few months.
