Lilly Taylor, aged 16 months, is recovering in hospital after undergoing surgery to a head injury caused by the fall from the first floor of her home in Highfield Road on Thursday.

Her father Craig Taylor, 26, said three windows in the house were being replaced on the day and he claims the bedroom window had been left ajar by a worker.

Sandwell Council deputy leader Councillor Mahboob Hussain said: "I'm aware the allegation was made. Police have spoken to the person concerned."

Mr Taylor told of his horror at finding her lying in his garden.

He returned from a DIY store to find Lilly badly injured.

After being put down for a nap, she had crawled out of an open window before plunging to the ground.

Mr Taylor said: "I'm traumatised, I will never, ever forget this. We have just moved in and I am redecorating my little girl's room, so I went to the DIY store to get some more paper. When I got back, everyone was crowded up the alley by the side of my house.

"I walked up there and found my little girl on the floor, choking on her tongue.

"I ran up to her, took her tongue out of her mouth and put her in the recovery position."

Lilly was then rushed to Birmingham Children's Hospital for emergency surgery.

Mr Taylor said she had to have an operation to remove pressure from her brain, as well as blood and hair. She is now awake, although he does not yet know if there has been any lasting damage.

Mr Taylor claims the window was left open by a Sandwell Council worker who was in their council home that morning to replace three windows.

After finishing the window in the back bedroom, Mr Taylor alleges that it was left ajar.

He said: "My partner put her to bed in the back bedroom. There are nets up, so she put her down not realising the window was open."

His partner, Stephanie Moreton, 21, was sitting downstairs watching television with their three-year-old son Tyler when Lilly fell.

Mr Taylor added: "I don't open my windows – I put a fan in my front room because I don't like opening them."
