Water cascaded down into the street at the junction of Hagley Road and Rosemary Road after the six inch-wide pipe burst at around 9am.
It washed down lower lying driveways off the road causing water to flood into properties including a garage causing damage.
One homeowner said her washing machine, tumble drier and fridge freezer were damaged in the mess.
Motorists were left to drive through the flooded side street off the main Hagley Road with around four inches of water filling the roadway at one point.
Ward councillor Ken Turner arrived to help residents who were given sandbags to help stem the gushing water.
He said: "This has brought chaos for the motorists and the residents around here.
"This shows the council should have cleaned out the drains nearby."
The road was shut off initially as officers from Halesowen Police attended to help householders.
Network WM were advising bus travellers that routes 4H, 142, 192 and 244 in Halesowen may be delayed.
The water was draining away this lunchtime.
South Staffs Water spokeswoman Karen Baxter said workers had isolated the burst and stopped the leak.
"There was some water running down the front of people's driveways," she said.
"Members of staff are helping those householders with the clean up."
