Visitor fees are set to be increased at Sandwell, City and Rowley Regis hospitals from April.
Staff at Sandwell will however be allowed to use the hospital's car park off Lyndon for the first time.
They will not have to pay and the move means hospital bosses could actually lose £10,000 on parking income despite the proposed rises.
Under the plans, the visitor tariff for every band of charges at Sandwell and City hospital sites would also increase by 10p.
The plans will be considered at a Sandwell and West Birmingham Hospitals NHS Trust board meeting on Thursday.
