The freeze will cover 2014/15 and comes as the local authority sets out its budget for the next year. It has the fourth lowest council tax rate in the country, with band D properties paying £95.34.
In Wolverhampton, council tax will increase by two per cent next year – the maximum increase allowed without calling a referendum.
South Staffordshire Council leader Brian Edwards said: "We have remained steadfast in our ambition to have one of the lowest council taxes in the country."
The full budget will be finalised at a full council meeting on February 25.
