The shell of the Strykers building which was destroyed in a blaze is structurally unsafe and will have to be demolished, says owner Sam Samra.
The bulldozers will move in first thing in the new year.
West Midlands Police have confirmed that the blaze, which ripped through the building on Sunday, was started deliberately and investigations are ongoing to find those responsible.
Mr Samra, from Lower Penn, said: "The plan is to get it demolished as soon as we can. It is dangerous, and has to be flattened."
