Hereford and Worcester Fire and Rescue Authority is battling to save £4.7 million over the next three years.
It could mean the closure of Bewdley fire station or the removal of an engine at Kidderminster – both options resulting in the loss of firefighter jobs.
Mr Garnier met with Julian Jenkins, from the FBU, to discuss his concerns about the proposals.
He said: "The FBU agrees with the Worcestershire MPs' views that the cuts to firefighters and fire engines may be detrimental to the service's ability to respond."
