A petition signed by 650 residents against the plans to develop the land off Broad Lane in Essington, South Staffordshire, had been lodged with South Staffordshire District Council.
And more than 250 residents also complained directly to the local authority about the plans.
However a report has now recommended that the land, which is jointly owned by the district council and Staffordshire County Council, is leased to a developer.
A decision will be made on Tuesday.
