The giant £122million Four Ashes incinerator off the A449 Stafford Road is due to open in December, and waste was due to start arriving at the site on Monday last week, but none has yet been delivered.
Cannock Chase Council has had to send its waste to the Poplars Landfill site in Lichfield Road, Cannock.
Cannock Chase Council spokesman Kirsteen Miles said: "The council was due to start taking the waste to the new energy recovery facility in Four Ashes but there has been a short delay.
"Currently, that waste is being taken to Poplars Landfill."
