Scores of residents living near the former Park Tavern pub, in Broadway North, are being consulted over the plans which would create jobs during construction work and when the homes open.
Bosses at developers McCarthy and Stone held a drop-in public consultation event at the neighbouring Hydesville Tower School yesterday.
The plans under its Later Living brand feature a mix of one and two bedroom flats alongside facilities including a residents' lounge.
The plans will be submitted to Walsall Council next month.
The pub closed after residents complained of anti-social behaviour at the site.
