Xiao Ming Wu, owner of China Chef, in Grammar School Lane, admitted failing to make necessary improvements after being scored a zero rating for food hygiene by Dudley Council.

Environmental health officers had concerns over monitoring of food temperatures and protection from contamination. Parts of the premises and equipment were also unclean.

Wu, aged 47, pleaded guilty to 12 charges of food hygiene at a hearing at Dudley Magistrates Court earlier this month. He was fined £12,000 and ordered to pay £3,000 cost, but he said the council was unfair.

Councillor Tracy Wood, cabinet member for environment and culture, said: "This prosecution sends out a clear message that we are tough on food hygiene."
