Outrage as secret plan for Tettenhall Upper Green discovered

Secret plans to spend about £200,000 on the Upper Green, Tettenhall, Wolverhampton, have been uncovered.

Councillors are furious after they found that Wolverhampton City Council officers were looking into creating an adventure playground and a "perimeter walk" for dogs without speaking to them first.

Officers said plans were in a "very early stage" but Tettenhall Regis Tory councillor Jonathan Yardley urged them to scrap them because no-one called for it. Money is coming from Section 106 agreements – where developers have to give cash to the council t be used for artwork or public spaces in return for planning permission.

Councillor Yardley said: "While there would be no problem with new bins or benches, there is talk of a 'sympathetic play facility' and a perimeter walkway apparently requested by dog walkers.

"It only came to light because of a question asked to a planning officer about the use of £36,134 which the developer behind plans to turn Tettenhall ambulance station into flats has had to pay."

Rob Willoughby, council's assistant director for community, said plans would be brought before councillors and residents before a decision is made.
