The Staffordshire bull terriers lost control after they escaped from a house in the village.
They bit the woman on her arms and legs, while the two men suffered leg injuries. All three were taken to Russells Hall Hospital in Dudley.
Police officers caught the dogs and took them to kennels nearby.
Richard Chance, who lives in Walk Lane where the attack happened yesterday at around 10.30am, was at home when he heard the commotion outside.
The 58-year-old said: "I rushed out with some towels to help wipe up the blood. The woman had been walking her own dog when the two dogs went up to her.
"She was very scared. Then two men went over to help and they were also attacked. It was terrible."
He said the men were visiting Wombourne from Sedgley, where they live.
Peter Bate from Staffordshire Police said: "Officers responded to an incident in which three people were injured by dogs in Wombourne.
"The dogs were contained by officers and removed from the area to specialist kennels while inquiries continue."
