Cannock Chase Council is to vote on Wednesday on plans to designate the land as public open space, along with sport and leisure use.
The stadium closed in 2008 and under the council's previous administration plans were submitted to use the land for new housing.
The current leader of Cannock Chase Council, Councillor George Adamson, is asking fellow local politicians to go along with plans to use the Pye Green Road area for recreational use.
He said: "Under the previous administration there was a plan to use the land for housing, luxury four and five bedroom properties.
"It's still on the sale register. There are no community facilities, it would be nice to put in some changing facilities."
