The plans have sparked concerns from nearby businesses which have claimed the development would be a "recipe for disaster".
The land on the Sunrise Business Park site includes Sunrise Medical Ltd, while Caparo Aluminium Technologies moved last year following protests from residents about noise and pollution from the site.
The proposals have been recommended for approval when they are considered after years in the pipeline.
The land in High Street, Wollaston, neighbours both the River Stour and Stourbridge Canal and, after two major floods in recent years, locals fear the development will make matters worse.
A report to the council's Development Control committee on April 24 says the development "provides an opportunity to deliver a significant number of new residential properties on a sustainable brownfield site".
Vee Bee is worried about future residents complaining over factory noise, which could mean they were forced to cut production.
