Under the proposals a 66-acre site in Coseley would be redeveloped. New business units would be built to house existing and new firms, while a community hall and full-size football pitch would also be created on the site.
It also includes three industrial estates stretching between Birmingham New Road and Sedgley Road West. A food store, retail warehouse and a specialist shop are also planned as part of the Coseley Eco Park project.
The plans have been drawn up by the site's owner, Skelton Group Investments. Director Graham Willson said an outline planning application would be submitted to Dudley Council next month.
Between 400 and 500 new jobs would be created by the new food store and wholesale warehouse while around 300 posts would be made available during the construction phase.
It's hoped the rest of the new jobs can come from the park attracting new businesses to the site.
