Legal proceedings have been started against more than 30 residents in Dudley Council houses for breaking tenancy conditions in a year. The figures have been released by the authority.
They also show that 14 tenants have been thrown out of their home for breaching conditions such as not paying their rent on time, not looking after their home, or harassing or causing their neighbours problems.
There are now around 23,000 council houses in Dudley and all new residents are put on an introductory tenancy agreement for a year.
While subject to the agreement they must adhere to a set of strict conditions.
It includes barring people from playing loud music, shouting and swearing, banging or slamming doors or having a dog which barks too much.
Councillor Les Jones, leader of the council, said: "The council issues introductory tenancies to new tenants for a period of 12 months, this can be extended for a further six months where there has been a breach of tenancy conditions.
"During 2010/11 we extended nine introductory tenancies, issued 31 notices of possession proceedings and evicted 14 tenants during their introductory tenancy."
