The 10-week old pets were dumped in Oldbury's Tividale Park but are now in foster care in Walsall and looking for a new home.
However, the Walsall branch of the RSPCA today said that it was at breaking point as more and more people abandon their cats due to spiralling costs during the recession.
Welfare co-ordinator Becky Weeks said the charity was now in desperate need of cat foster carers.
