South Staffordshire Coroner Andrew Haigh heard that Mr Cody, aged 26, of Aylesford Close, may have been involved in a bet with friends before entering the water on August 6.
The alarm was raised after he shouted for help then went silent. His body was found three days later.
His father Dennis Cody called for safety improvements to the jetty from which he entered the water.
A toxicology report revealed Mr Cody's blood alcohol level was 150 milligrammes in 100 millilitres of blood - almost double the drink-drive limit.
Pathologist Dr Terence Holingworth said the level could have impaired judgement.
The inquest heard Mr Cody had been one of three best men at the wedding of best friends David and Sarah-Jane Abbiss.
