The takeover was agreed at a meeting of Aggborough Holdings Ltd last night with Mr Reynolds becoming the majority shareholder at the club.
He was officially appointed chairman of the football club by the board of Kidderminster Harriers Football Club Limited shortly afterwards.
And he today said his first task was to pay off "significant outstanding debts" at the club.
The resignation of former chairman Barry Norgrove and vice-chairman Neil Savery were also offered and accepted by the board.
It ends more than a month of speculation on who would be take over the club after Mr Norgrove outlined his plans to leave.
He served the club for over a decade and was vice-chairman before buying the club in 2005 as head of a business consortium.
Mr Reynolds thanked Mr Norgrove and Mr Savery for their work at the club and said he would now be working to move it forward.
And he stressed his time as chairman would be short and was now looking to recruit someone to take over the role in the longer term.
He said: "The decisions taken last night have enabled to club to move to a period of breathing space.
"However there still remains a debt situation that is not sustainable without the help of, not only the club's board and staff, but the general public."
