Mrs Powell, aged 90, of Cannock, retired last month after 33 years of helping the town's hospital.
The awards are organised by the E&S together with Birmingham Midshires Building Society and Wolverhampton Wanderers.
Hearing the news of her award brought a smile to her face after she spent a week in Cannock Chase Hospital - for which she has raised more than £1.5 million.
Mrs Powell fell while sweeping up in her garden at Hatherton Road seven weeks ago and damaged her back.
She came out of hospital this week but can only stand with the aid of walking sticks.
"It is so kind to think of me for an award. I will put the certificate with my silverware," she said.
Mrs Powell has also been made an MBE for her work for Cannock Chase League of Friends.
She and her late husband John started the group with the aim of providing equipment for the hospital.
The Friends are looking to spend some of the latest funds raised on new equipment for Hollybank ward where Mrs Powell has been treated.
She said that they hoped to see the hospital pool reopened as well.
Mrs Powell praised the dedicated team of volunteers who had worked with her over the years.
