The Spring Happening concert was scheduled for May 31 at Walsall's Banks's Stadium and the line-up was also to include chart-toppers N-Dubz and Tinchy Stryder with 18,000 tickets on sale over all.
But the show - the first to be staged in the football stadium for 18 years - was called off by promoters Stourbridge-based Unique Live Events just a couple of weeks before.
The decision came despite ticket prices being slashed from £60 to £35.
Those who snapped up tickets were promised full refunds within four weeks.
But the deadline has passed and many angry punters are still out of pocket.
No one from Unique Live Events was available to comment today.
Those who bought tickets through Walsall FC's website and Ticket Factory have received a refund.
Dan Mole from Walsall FC said: "From our point of view our ticket office has contacted every person who bought a ticket through the football club to make sure they have been refunded."
