Bin bags, toys, bricks and cardboard are strewn on the drive next to The Railway Tavern at James Bridge, Darlaston.
Now Walsall Council is talking to Network Rail and two other landowners who are responsible for portions of land off Cemetery Road to take action to stop vehicle access.
Last year, tons of toys and tyres were removed from the messy cul-de-sac, once the driveway to James Bridge rail station, which was closed in 1965 under the Beeching cuts.
Pleck ward's Councillor Dennis Anson said talks were being held between the council's environmental health unit and the different owners to resolve the issue.
"The officers are trying to get the various owners to get their act together. What is needed is for concrete blocks to be put there.
"I have driven past and seen lorries and vans there. I can only assume that they were there to off-load rubbish.
"People have told me they have seen rats on the land," Councillor Anson added.
Walsall environmental health manager Paul Rooney said: "Talks are progressing between the council and landowner."
