European Metal Recycling is planning to recycle more than 190,000 tons of metal, plastic and aggregates from around the country, burning 137,500 tons of that to generate electricity at the plant in Oldbury.
Waste from shredded automotive materials would be transported to the Black Country and separated on site to be sold off, sent on or combusted to generate electricity.
It would be built on industrial land off Union Road.
Developers have submitted a scoping report to the council to establish whether or not a full environmental impact assessment is needed. A full planning application would then need to follow before the scheme could go ahead.
