A report says the work will help to provide more efficient bus services, better links between the bus and rail stations and improve pedestrian access.
Dudley Council's development control committee will discuss plans to transform the site into a modern interchange on September 21.
Officers from the council have recommended approval subject to a number of conditions, including a ban on tannoy announcements and work to cut down light glare.
Centro must also begin work within the next three years.
The new interchange will have buildings, shelters and electronic displays providing a blueprint for future developments in the region.
A walkway covered with a canopy will be created as an entrance to the new station linking the main building with the existing Foster Street subway, which will also be revamped.
